I think the November/Fall II update or January/Winter I upgrade makes the most sense for Brewster. They most likely don't want to Animal Crossing Items have 2"large" features for any update so that one is about Halloween and the next might be Brewster as there is not any major vacation in November. Subsequently December is Christmas. January is marginally empty also (not sure about Japan though) so there's a chance Brewster may come afterward.

January is fresh calendar year. February is valentine's. We have a whole lot of upcoming holidays with unique characters.February may also possess that one festival with Pavé! I adored Pavé furniture in new leaf.Iirc Pavé was among those characters that popped up when they announced the other festivals are in upgrades back in March (Pavé, Jack, Franklin, along with Jingle

That way, in Spring they could update the store with probably a lot of new furniture(because they like to make sure furniture exclusive to store upgrades) and likely more seasonal furniture and say now we only gave you the other years worth of furniture material. Particularly if the next shop update has Gracie and the exclusive Gracie furniture that has been sold seasonally.

Fundamentally, I believe they want us to invest more time with the different variations of the store than we'd have in past matches, because if you look at previous games you'll see that we did not spend that much time with certain store updates, until they updated again.

I think it sucks too, I urgently want another store update, because the furniture is boring and I have seen the same stuff constantly that buy Animal Crossing Bells I do not even buy much in there anymore. But realistically, I'm not expecting one until Spring and I'll be amazed if it comes before that.
