Just from Classic vouchers alone, Blizzard couldn't be considered a small firm. I really don't think you quite comprehend just how much of the botting issue just boils down to sheer fail from Blizzard.

You make it seem like it is going to take a team of 30 rocket engineers to ban one botter while, in fact, it is actually quite a simple job to get a single person to perform.Literally all it takes is 1 or 2 people to manage a couple of servers and the botting problem is under control. I'm sure that you could handle all of NA and EU servers with less than 20 people total.

 Blizzard gave us the game we would like, the player base however has completely ed this up though.
